OSU (Oklahoma) has been involved with a program that's been providing financial initiatives to FFA and 4H groups to get people signed up for premise ID (the foundation of the NAIS initiative).
Here are two links, one a letter to ag teachers and another the youth premise brochure, which is written for youth and has a premise registration form right in the brochure.

There's a lady in Webber's Falls, and I'm sure there are more, whose 15 year-old daughter signed up for a premise id at school, withour her parents knowledge or permission. She (the mom) only found out (that her property was registered) when the card came in the mail. The daughter had been told she had to fill out the registration form in order to show her goat. I'll see if I can find the particular email on it.
This lady wrote, "Hello, I found your e-mail as I was looking for other people in Oklahoma who were against the NAIS. Our 15 year old daughter has a market goat as her FFA project. She was FORCED to sign up through her FFA school program. I am furious. I called NAIS and they gave me the "story." OK NAIS is PAYING FFA $5 to $10 for every premise they sign up. The kids are supposed to go to their neighbors and get them to sign up. My husband and I are outraged and contacted the school, Webbers Falls High School. The ag teacher said the cards are REQUIRED for the kids to show their animals. The high school principal had never heard of NAIS and she owns horses and her young daughter has pigs. We raise horses, Dexter cattle, have dogs and a few peacocks and chickens. What can we do to help stop this? Thank you, Bonnie"
NAIS is not voluntary...when 15 yr old signs up her parents property forced by FFA Teacher when the parents already told them NO .
No more FFA because they had said no premise id and will pull her from FFA if it is required. Required is not voluntary, force is not voluntary. Underage children forced to go behind parents back is not voluntary.
